Short Term Rental (STR) Policy
Elk Creek Landing (ECL) is a residential community of full- and part-time residents and owners who use their property as a full- or part-time STR. This policy details requirements for owners to operate an STR in our community.
Owners of STRs must register with Louisa County and with ECL’s Rental Registry (Louisa County STR Ordinance).
Owners of STRs must pay a fee of $50/rental (Board Vote 9-xx-2024). Payment options are: 1) Annual payment of $1000/year, 2) Biannual Payment – Owners will pay a fee of $50/rental to be paid biannually not to exceed $1000. All owners of STRs must work with the ECL Treasurer to facilitate timely payment of STR rental fees.
To ensure renters are aware of Policies within our community, owners of STRs must provide renters with a copy of the ECL Good Neighbor Policy and require renters to acknowledge awareness of the Policy (Virginia Code 55.1-1806 Rental of lots). Property owners of STRs should clearly define their property boundaries to help prevent potential trespassing by renters. If any issues arise, it's advisable to engage in a conversation with your neighbors to collaboratively find a suitable solution that addresses the concerns.
Owners will provide the 24-hour emergency contact number of their STR property for listing in the ECL Community Directory. This allows residents and neighbors who encounter problems with renters to directly call the STR owner or their agent to settle issues and avoid escalation.
In accordance with the Property Owners' Association Act, Section 55.1-1806, owners of STRs will submit a Rental Information Form for every rental lease 24 hours prior to the start date of the rental.
